The Happiness Patrol

The Doctor and Ace arrive on the colony of Terra Alpha which is ruled over by Helen A. The colonists are forced to be happy, and the streets are patrolled by the Happiness Patrol.

People who are not happy (known as Killjoys) are punished by death, and this can happen in a number of ways. Offences which also bring death are enjoying the rain and listening to slow or sad songs. The penalty is administered by the Kandyman.

The Doctor manages to unite the oppressed workers and pipe-people into a rebellious force. During a skirmish Helen A's pet, Fifi, is killed, and Helen A feels the sadness of the loss. The Doctor and Ace slip away, saying his work is done. Helen A has finally managed to see that there cannot be true happiness in life without sadness.
